First of all, that's not true. But second of all, even if it were true, every scene in an action movie basically boils down to either:
-- waiting for an explosion
-- big gun fight
-- tacked-on romance
-- obligatory plot development (only in the first 20 minutes or so, usually) which is, basically, the only place for any real difference in the movies
and, occasionally
-- car chase

But when you're talking about comedy, you're not worried about plot or, in fact, anything much except whether it's funny or not. And using the same exact jokes again (and, as somebody pointed out, ruining the context of the jokes) is not going to be nearly as funny as using them the first time.

Fact is, though, the audience was far bigger for AP2 than AP1.
