nobody knew about the minority reports YET. who's to say how far cruise would have taken the investigation into the death of anne lively... or whatever her name was. maybe he'd find out the truth and maybe he wouldn't... maybe he would arrest lamarr, maybe he wouldn't... too big a risk once he was on the trail.

because nobody else would "stumble" across it... cruise only started on the path when agatha reached outta the water and grabbed him to show him... that was the catalyst for the whole movie. the funny thing is, if he hadn't been tagged as a future-murderer then he wouldn't have been on the run and wouldn't have found out about minority reports, etc. and the story would have stalled...
and if you want yr division to go national, you don't have a drug scandal involving the chief...
