Ofcourse you can always try and network and maybe give head to the write people to fund your own project, but I'd reckon once you have that "TV" stigma tattooed on you, your destined to stay there.
Kevin maxed out his CC's to get the funds for Clerks, a ballsy move, if he'd have failed he would have probably never payed them off with the interest mounting daily.
So write a script, and perhaps entice normal businessmen to be "Investors" so you can get the funds, and then if your film is any good, someone will take notice and offer you a job ... hopefully for another one of your projects.
I suspect it's alot like the Mafia, you have to earn your respect and then you should be made.
Yet ... I dunno, this is all an educated guess. ;)
