At the risk of stepping into the religious zealotry as to preferred operating systems: Apple, specifically OS X, is likely the preferred choice.
1) Apple’s editing tools are generally viewed, with good reason, as superior - particularly at a given price point.
2) OS X, Unix-based, but with a user-friendly interface, is simply a more robust, more powerful OS.
3) There is a slight price premium if you compare box-to-box relative to a beige-box PC, but this likely vanishes if you take into account the software bundled with the Apple, and certainly vanishes if your main interest is video work.
4) Lastly, Apple has been aggressively acquiring visual effects software houses in the last few months, and this is likely to lead to more good things.
4) I’ve worked with both PCs and Macs, and would attempt to be fairly open-minded. If you, for some reason, require a particular piece of software available only on the Wintel platform, fine. If you don’t, the Mac seems to me simply the superior tool - particularly for video or audio work. OS X 10.2 (Jaguar) will ship soon and will further raise the Mac bar.
5) As to the ‘style’ issue so frequently raised in these discussions, imho this is largely a canard. I fail to appreciate why a superior tool should have superior style held against it - ever consider a well-crafted tool? The flat-panel iMac, for example, for all its style, presents a compact form with a superior, easy-to-adjust display itself of superior quality. On the whole Apple’s products display similar superior functionality.
