The article must refer to spring time when mosquitoes breed, and a that time wading pools are empty due to lack of swimming (and so they don't freeze and wreck the pool during the winter). So only puddle that is created during the spring in that wading pool is a safehouse for mosquitos. But I'm only guessing.
