Sometimes it's sugar or flour, but most of the time it's a special substance that the effects department makes. It's completely odorless, and it has no allergic effects on people. I believe the name they use for it is "white grain", but I'm not entirely sure.
The same goes for cigarettes. Special effects departments make fake cigarettes (called "smokeys") so that non-smoking actors who play characters that smoke don't actually have to inhale nicotine.
