He's probably thinking of "The Man Who Wasn't There".

If "Clerks" had been shot in color, it wouldn't have saved very much money. Considering that color film stock costs far more than black-and-white (and would require more proper lighting, as explained below). The difference in the cost of developing black-and-white vs. developing color is actually fairly negligible, because there are so few films shot in black-and-white nowadays. In fact, many labs no longer even do it.
