Same reason as why all the battles are names after the nearest river (the way the North recorded it) and not the nearest city (the way the South recorded it).
Hey, look at the way the IRA look at the Northern Ireland situation. They see it as a civil war, since they don't recognize NI's independence. Convicted IRA operatives are, to the, POWs.
