--Unless I'm mistaken, he's still very much a vampire, he just has a soul like Angel. Except the soul didn't have the intended effect that Spike wanted (to actually become like Angel). Instead he becomes pitiful, full of grief, and schizophrenic.
who was the girl willow was talking too,
--She was a girl that was a pre-cog killed a few episodes ago. Buffy & Dawn tried to save her but she still had a heart attack.
I know she turned bad,
--She wasn't bad. It's the evil shape-shifter thingee (from beneath you... blah, blah) that talked to Spike in the first episode of the season.
but who did willow think she was at first..
--The girl from the previous episode. But she thought that Tara was trying to communicate through her.
and were was Xander and his sexy ass?
--I can't comment on his "sexy ass" but he's probably at weight watchers trying to loose some of his chuncky frame.
