Sears and Jc Pennies, in a comission deptartment. I have worked in shoes, drapes, custom decorating, and averaged about 17$ an hour in NJ. The best times to work commision are when traffic is hi...weekends and nights (and holidays). If you can get in at Sears, there is lots of $ to be made in Big Ticket areas, like large appliances, electronics, and large hardware/tools. You do need to be good in sales to make really good comissions, outspoken, likable, easy to trust, these all help, (or at least able to fake it.)
