one consistant theory is that some dead Jedi are so skilled in the ways of the force that in death, they become one with the force. it is still possible that in Episode III Qui-Gonn will be seen as a spirit. liam neeson was injured during the filming of Clones, so he could not appear at all (though lucas probably could have just CGI'ed him, i suppose)... it remains to be seen. theoretically, however, becoming one with the force seems to be done by the will of the force... it picks and chooses who will become one with the force. will mace windu become one? we shall see, i suppose.
