It's cold most everywhere. Hell, at least it's in the 20's where you're at.
It's 11 degrees here, with the wind chill making it about 5 below, and I'm just happy the sun is shining.

I live in Bloomington, IN, and the rent is fairly high here considering Bloomington is a pretty small town surrounded by farm land for miles and miles. A one bedroom here can run from around $300 (if you're very, very lucky) to $1000.00 a month, not including utilities. Property owners justify this because Bloomington is a "college town", and generally mommy and daddy will pay those high rents to avoid hearing junior complain about dorm living.
My suggestion - buy a house. I had mine built 4 years ago, and pay less than $400 a month for three bedrooms, not including utilities.
