Is what that reminded me of... Norm McDonald said it on an old Weekend Update.

Said they were passing laws that made it illegal to operate a snowmobile while drinking, and illegal to speed on a snowmobile. Then Norm said, of course if you're not speeding or drinking, then what the hell are you doing on a snow mobile?
