On the net, I'm not sure what the situation is in Belgium but I'm sure there are a few good importers knocking about, if they are anything like the UK ones you can pick up the R1 DVDs cheaper than the people who live in "R1" can buy them.
And no for VHS probably, it would be NTSC anyway which may cause you a problem.
