Kevin has said that he tagged Dogma with the promise that Jay and Silent Bob would return in Clerks 2 as a rumor of his own. He thought about it and he said it just wouldnt be right making Clerks again because he did it the way he wanted to the first time, however he did feel that he needed a movie to end the Askewniverse series so he made a more fun filled and fast pace movie which ended up being J&SBSB.
There will be the Cerks Cartoon movie so that will kinda be Clerks 2 anyway.
