everytime joeblow signs on via AOL or another dial-up (or dynamic DSL or Cable Modem) he/she gets a new IP address so blocking that specific IP address would only be a roadblock for the 30 seconds it takes to sign off and then sign back on again.

a small percentage of the posters DO have static IPs (posting from school or work or with a static DSL/Cable Modem) so it can be effective in those instances.... but generally that's the college kids/grown ups so they are generally growed-up enough to not get their asses banned.

so yr right, the only really effective way to keep someone banned is for them to shut their piehole when they DO come back and not point out they had already been banned.
