No where did it say this is what he 'meant' to say. This is from a transcript of his speech that was posted at the whitehouse's own web site.
How do you know what the Pres meant to say anyway? I suppose he told you while you were sipping cold ones with him last night aboard A.F.1., huh? Next time I'll check the passenger log and see if any other VA board freaks were on the list.
