-He is one of the bosses/main characters in GTA:3, so I figured this was just a little backstory, inferring that he learned the "trade" from Avery Carrington.

-You get a new set of clothes at the Vercetti Estate... "Frankie outfit". It is just jeans and a white T that says "I completed Vice City and all I got was this stupid T-Shirt". -honestly. At first I was kinda dissappointed, but then i thought it was pretty funny.
