I believe it was simply called "Fairies." The plot involved finding the Fairy King's renegade shadow, which was the dragon shadow you remember. The hero had help from a faun who could shapeshift into animals and a hobbit-like fellow with a candle on his head.
I tried searching but found nothing on the 'net.
