Because we have exactly zero proof of either of these.
There's an Al'Queda school in non-Sadaam run Kurdistan... and the most evidence we have of this "chemical weapon" thing is... cars driving around. So yeah... since the administration says things are true, they're lying.
It's not like they have a couple of nukes lying around, pointed at Tokyo and Hawaii like... oh... another country that doesn't have oil.
