It is when he gets in front of the country and lies about it. When the story broke, if he'd just admitted that he did it there wouldn't have been nearly as much of an outcry that there was. The fact that he lied about it on television and then tried to weasal his way out of admitting that he had an affair with Lewinski by saying that oral sex wasn't really sex, etc., was what made it so reprehensible.
