I think he's well-schooled. The best education money and power can buy. But he's probably someone that struggles with retention. They had a list published of the presidents throughout history and how they scored on IQ tests (which measure learning capacity, not actual knowledge) and he was rated one of the worst ever.
So he just has to work 10 times as hard to gain the intellect of others. And while that may seem like an admirable trait, it raises an eyebrow on how beneficial he can be as a nation of 300 million plus' leader.
