There is a theory that explains this. it is akin to what makes Sam Beckett jump into certain people at certain times (Quantum Leap). The portholes open onto worlds that need the Sliders to set things right, and the only way to do that is to put them in the middle of things. It's like that axiom 'may you live in interesting times'. They are out where they are needed most, and keep things very interesting.
