Writing a treatment for the film first. It's like a synopsis of you idea with the major points included. It's generally 4 to 16 pages and gives one a general idea. That will help you the best in formulating further ideas and dialogue. Pass that around to as many folks as you can, get feedback and go from there. When you feel comfortable and have a wealth of ideas then work on the script. Worry about selling it later.

: Hey Kevin, I'm a student in my last year in Minnesota and I feel that I have a great idea for a movie but I don't know how to move forward with it. I would love to try acting and I really want to write this movie, or pitch the idea to someone so they can write it. Could you give me any advise as to how I should move forward, thank you for your time.
