How can you stop a sex offender?

I found out a frightening thing.

There is a man sexually assualting people. I know one of his victims. He apparently will assault anyone who he can get away with. One is a 10 year old boy, one is 22, the other is 33 and the other is a 40-ish woman.

He uses things to keep them silent, for example all of the adults were previous victims, homeless and staying with him. I have heard several different things said by the victims. The main one is they don't want to hurt his family, who would be deported if he went to jail (his wife and her brother {who is also his lover} are from another country)

So no one will come forward. To top it all off, HE IS OPENING A HOMELESS SHELTER, and housing some people in his home.

What the fuck can I do, if anything?
