At 17 you have more rights than someone who is 15. You can stay out later, you can Have sex and you can emancipate yourself from your parrents and move out.
But you are not an adult, you still cant buy porn or ciggaretts or vote, you also can have sex with anyone over 16...you cant drink though, so your not a full flegged adult.
at 18 you can vote, purchase softcore pornography and get into most night clubs, you can also have sex with anyone over 16 and move out, no emancipation neccessary...also you can sign a contract and die for your country.
at 21 you can drink and get into any place...bar/strip club, you can also purchase hardcore pornography. You can run for most public offices now as well.
at 35 you have the right to do all these things as well as run for president, now you are a full flegged adult.
