You can do this one of two ways...
1. If she wakes up about the same time every day to a clock radio, arrange with whatever station she listens to to play a 30 second proposal from you to her. At the same time, if you don't live with her, be outside her door with the ring.
2. Make a television commercial. You don't need film or anything, just make a standard commercial. Perhaps a colored screen with text outlining the proposal and asking her to spend the rest of her life with you. Coordinate the commerical to be shown at a time when you'll be together with her.
Number 2 is an idea I had for Heather about 7 or 8 years ago but never followed through LOL money was tight back then. You can do either of those for under $1000 now-a-days though.
