The 'burbs are called Purgatory. People that aren't bad enough to be tormented FOREVER, as they are in Hell, but aren't good enough to go straight to Heaven. These people go to Purgatory, which is kind of a Hell-lite; their sins are punished, but eventually they're expiated and they get to move on to Heaven.
