Who Is This Bill Hicks Fellow?

i recognized his name from my copy of Tool: Aenima... lately i've been hearing more about him... and now that i saw kevin mention his name in the same sentence with two of my own personal favorite stand-up comedians (george carlin and eddie izzard) as one of his own favorites, i've been interested in finding out more... any help?
