Well since Kevin doesn't seem to be around, I'll try to answer your questions a bit.

Clerks: Sell Out is in progress, it's based on the cartoon.
: 2. How wher Jay and Silent Bob created? Are they based on actual people.
Jay's supposedly based on Jason Mewes, the actor who plays him, and I have no idea about Bob.
Other than that I don't know.
