It's to make the banning situation effective.
As it stands now, if someone is being annoying, Ming or Kevin has to keep banning them again and again, they keep coming back, eventually they can block their IP but that can be gotten around.
However, no one's going to pay an endless amount of $2 charges just to keep on coming back and being an asshole again and again.
That's just my theory on the new rule.
