The owner was taking no responsibility for her dog, then went ahead and and bred it with another dog--now, sometimes the breeding between two different breeds works out fine, but if you are breeding two aggressive dogs without researching the lineage of either dog before doing that--then who know's how the puppies will end up. Especially since she wasn't taking responsibility for her own dog to begin with.
This isn't to say I don't hear you on being afraid of bigger dogs, I totally do.
But things like this just upset me. I, of course, have a fat lazy bulldog who doesn't have the motivation to do anything, much less attack a person.
