~~ As others have already said Metatron says something to the effect of "speaking to me, or speaking to themselves." This just means that not everyone who says they are speaking to God actually is but instead they are speaking to theirselves (unconcious or otherwise) they are making to be God.

~~ This is hard to say. In fact I have several Christian friends to whom this is the only problem with Dogma in their opinion. The see it as a taking away from the all-powerful-ness of God. However the movie itself seems to lend itself to the idea more to that of what others below have said, that God set up parameters on earth and Azrael took advantage of that.
I tend to see it differently. I choose to see this as more of a "God choosing not to exit the unconcious body to test humanity" and such. I see it as a Job-type thing where God steps aside and lets Satan do his thing, while God is still ultimately in control. And as God is all-powerful and is able to see the future (that sounds too much like psychic ability, not all-knowing-ness which is what I mean) he chose to restrict himself to that situation which he would have been able to prevent. Just like Jesus COULD have avoided the cross, but that was necessary to save humanity.
Well thats what I got out of the movie anyways. I suppose that is just the way I make it fit into my worldview and beliefs, because I love the movie.
