I think it's more like 'Demolition Man' did good business (and was a good, dumb movie), so they wanted to make another movie like it, and decided 'Judge Dredd' could be made to match, so they stuck Stallone in to a part he was totally wrong for and ruined a movie that could've been really cool ('Dredd', that is), though probably wouldn't have been (studios, at that point, didn't know how to do comic movies).
