Solely because of something we have called 'Separation of Church & State'. Meaning that the government & religion should not ever mix.

Like it or not, giving money to someone to be used for religious purposes would be contradicting that & possibly show favoritism.

But on the other hand, if they would allow a scholarship/aid to be used for other reasons as well (i.e. a typical student going to a typical school learning all other subjects too), then give them the money.

Govt. money to a ministry/nun/misc. religious school? No.

Govt. money to a student ONLY studying how to become a minister/nun/etc.? No.

Govt. money to a student studying a wide range of subjects including the ministry/nunnery(?)/etc.? Sure.
