: I'd say in their early years of high school. Usually after puberty has kicked in.

I say that because high school could be a VERY hard time for someone dealing with gender identification problems. And to wait until years later could have some damaging effects.

But also the person might not be mature enough to make such a lifelong-lasting decision.

To go through any surgery at an early age should only be okayed after extensive therapy, tests & research for the person.
