If you posted it, are sure he saw it, and then you believe he just ignored your post, assume he declined your request, but didn't have enough time to actually reply to it.

And besides (still not slamming you here), if he were chained to manners the way you think he should be, he'd have to respond to every single request, personal question, and demand with resounding "no"s. Just reading past them without replying just saves time and effort.
