So if you attempted to move 3mph, you would do so only relative to the ship. Relative to the rest of the universe, your change in speed would be infinitecimal. Same with missles or bullets, even though they're outside the ship, they have been travelling along the same "timepath", if you will, as the ship. So from inside the ship's windows, you'd see some gnarly machine gun sprays, but from 100 light years away with some great optics and tracking abilities, you'd see it all go down in bullet time, Matrix style.
