You were SURPRISED at Matt and Ben being cast? Did you know that Kevin produced Good Will Hunting? Kevin and Ben go all the way back to Mallrats. And Matt was in Chasing Amy. Plus, they are both very talented actors (even if they occasionally do really horrid movies with Bruce Willis). I don't think it seems the least bit odd that the two were cast in Dogma. In general Kevin tends to cast people he likes, and has worked with in the past.
The other actors Kevin chose are generally people he wanted to work with. And, don't worry, Chris Rock gets pretty much equal time, as do many of the main actors.
