THE TERMINATOR has a better story. It has fewer canned "action movie" lines. It uses its low budget to create a very effective and creepy mood. The acting was stronger.
T2 has it's moments but falls into common action movie traps. Its climactic action sequence loses momentum about halfway through. The production values are good, but too good. It simply looks like a generic Hollywood movie most of the time, rather than a real place with smells and textures. It overused the morphing effect which had already been trite in commercials and music videos. And don't even get me started on that damn tear.
Now, you can argue that T2 is a good sequel... and I'll concede that to some extent. I think it could have and should have been a much better sequel and a better film. But there isn't even one criteria that T2 is the equal of THE TERMINATOR, even less superior.
