Amateur movies are flourishing these days (these being movies made on camcorders). Decent scripts with decent quality for little moola.
Write a script with an amateur budget in mind, then persue it independantly. I did just that, and you'd be amazed at how simple the casting process/costumes/locations are after that.
The only real problem is finding enough cash for the photography equipment, lighting, and editing.
...and I'm still on that part.
