I think the reason is because they would have had to walk through the church doors anyways to confess to the priest, and if they asked Jesus for forgiveness, he would know it was them, and if the priest asked what they did, how would they explain it? Their penance would be like a million rosaries or something...
By plenary indulgence, they could just walk in and be forgiven, semi-anonymously.
