If you son't want to use Streamline then I would suggest tracing paths over the scan in Photoshop and then "strokeing" the path. You do this either under the edit menu or by clicking the "stroke" path button in the bottom of your layers palette. (windows) It will "stroke" with the forground color.
Uniform line weight is always a good thing for trying to convert scans to vector images.
What is it for? Resolution and anti aliasing will make a difference. I like to antialias and then apply a little unsharp mask to it. Just my preference though.
