Photoshop doesn't make vector art.

If you really want it to be a vector format, you have to either make Stramline work by fiddling with the preferences (it's a bitch, because you usually have to clean it up in Illustrator anyway), or you can just trace it in Illustrator. For the latter, scan the image in and put it (the place command) into the bottom layer, then make a new layer to trace on to. I find it helpful to temporarily make the stroke a funky color (I like lime green, myself) so that I can see it over the photoshop art.

There really is no simple way to do what you want. I work in the publishing business and we have to do this stuff all the time. Sometimes we use streamline, and sometimes we just trace the art.
