They might've figured that due to what they had done wrong in their lives (aka Loki committing mass genocide as the Angel of Death), they could never be forgiven by god if they became human. Probably very unwilling to take such a risk, they waited in Wisconsin until the day that paper came. Then Bartley figured they had an easy way in, whether or not they remained angels.

: That whole "Humans begging for forgiveness from the Lord" thing isn't something that popped up shortly after Bud Cort went to Jersey, but something that has been part of dogmatic law since the dark ages. In effect, Barry and Larry could have done that long ago and negated existence on their own without Azrael's help.
