From what I understand, Kevin would have the greatest input on the choice of music for a soundtrack, although I am sure that he would take suggestions from the rest of his associates.

I would have said that you should have some idea of what the film is about before you submit any tunes, but unless you're in a rock band and there is going to be a classical score, it probably doesn't matter, as music is generally picked to suit or even create a mood within the film.

I don't know if the team are accepting demo tapes / CDs, but if they are, send one in and see what happens. Don't include a long letter stating your influences and how much you admire Kevin - he doesn't give a shit about your influences, and praise isn't going to amount to a hill of beans if the song is crap. You're not trying to get a record deal - you're trying to get one of your songs on his soundtrack, so state plainly and clearly in your letter that you've sent him a song that you would like him to consider for inclusion in his next film and leave it at that.

If you have a couple of songs, he may reject one but love the second one. Do not include a whole album's worth of material - Kevin doesn't have the time to sit down and listen to everything. Put your best song on first, include one or two other tunes and that's it. Don't forget to put your contact details on the CD itself as well as the box and letter - they get separated so easily.

Also, whatever you do, don't ring him up a week later and ask him if he's received your tape. It's as good a way as any to ensure that it goes straight in the bin. If he likes it, someone will call you. If he doesn't like it, nobody will call you. If it doesn't even get heard - well, those are the breaks. DO NOT HASSLE HIM - that's the iron rule, no matter how much you may want to.

Havinbg re-read your letter, my reply seems to have turned into a bit of a rant, and is probably far more info than you wanted, and not even an answer to your actual question. But anyway - hope it may be of some use to you.
