Bartleby is a watcher, and even though he exercises the point throughout the movie, he still fails to document the complete sins of the Golden Calf Company's board memebers by forgeting the (magazine?).
Who she was has nothing to do with whatever sins she may have committed. It's possible Bartleby recognized her for her sins but he isn't in charge of geneology.
Like the other poster mentioned, Bartleby never touched his drinks (I agree, the film should have stated this better). Both Barteleby and Loki were far to coherent to be either drunk of high. Hiowever, from the way Metatron spit-out the alcohol, I assume intoxification is a possibility for angels. Didn't God prohibit the consumption or ingestation of alcohol in the movie? If so, then Metatron's actions were justified.

However, even though they are exiled, Loki and Bartleby are still Angels and have to follow God's decree. I assume pot gets lumped in there too as Loki "fakes" taking a hit of the joint Jay hands him. Either that or it was poor acting on Matt's part. Which I doubt.
Accutally, it was Loki who got mouthy with God, Bartleby simply said, "Hey, you should quit because your killing people and people ain't that bad."
As for Matt's acting, that's for critics and movie directors to decide.
