Dogma question

I imagine you have addressed this but it bugs me everytime I watch Dogma...If Bartleby can kill Loki when Loki's wings are off, then why can't anyone else kill Bartleby when jay shoots his wings off. The answer might be right there in front of me...but I need the infinite wisdom of the message board to spell it out to me...
