However, I agree with you that for Kevin to progress the best thing he can (and did) do was to close VA (on film) and move on. But it really isn't a thematic issue with Hollywood, it is a money issue. They only respect B.O. Nothing else. If Kevin does "Fletch" and it does $20-$30 opening weekend, he'll be golden. Otherwise, I think you'll see another VA film soon enough.
