Mallrats dvd on region 2?

i would really like to know if and when the mallrats DVD is being released in the UK on region 2.
Also, when Rene talks to willam after seeing the sailboat, she calls him a dick and hits him when he says Brenda. why is this? it's the only joke i cant figure out.
